Senate Bill Proposed to Stop School Bullying
Maryland Senator Michael Hough introduced a new bill in response to school bullying. The bill aims to hold school bullies responsible for their actions. It asks that school boards require bullies to do several things:
- Apologize to the student they bullied
- Return any objects stolen from the bullied student, or give compensation
- Attend a conference with parents and school staff to discuss their behavior
- Change their schedule so the bully is not in class with the victim
In late January, the bill was presented to the Senate Education, Health and Environmental Affairs Committee. The proposal hits home for Hough, as his three children attend Frederick County Public Schools.
“If we’re going to focus on classrooms, then we should really focus on the classroom environments,” says Hough. “Bullying and school discipline are a huge issue now…I just want to make sure there are safety measures,” he said.
One concern is that the proposal may not have enough authority. If school boards aren’t required to abide by the provisions of the bill, it may be difficult to enforce.
